The Washington County Circuit Court is open, but please review our current policies and procedures before visiting.

The Circuit Court’s Family Law Self Help Clinic has resumed full operations with walk-in, in-person clinics held each Tuesday from 11:00 a.m. to 4:00 p.m. and Thursday from 8:00 a.m. to 1:00 p.m. Those in need of assistance with Family Law matters (divorce, custody, visitation, child support, guardianship, name changes, domestic violence) will have the opportunity to meet with an attorney for free. Clinic attorneys do not provide representation in court, but they can assist you in selecting appropriate forms, completing those forms, and referring to additional agencies and services as appropriate. You are also urged to take advantage of the many resources available at the Court’s Law Library, or at www.mdcourts.gov/helpcenter/mchc or by calling the Court Help Center at 410-260-1392.

Welcome to the Washington County Courthouse and the Office of the Clerk of the Circuit Court. The Clerk of the Court is a locally elected State official with the responsibilities established and regulated by the laws of Maryland and the Rules of the Supreme Court of Maryland. Since 1658, the office of Clerk of Court has provided the citizens of Maryland with a variety of essential services. The revenue collected by my office for these services is distributed to various city, county, and state governments.
In Fiscal Year 2021 (July 1, 2022 – June 30, 2023), my office:

  • filed and processed new Civil, Family, Criminal and Juvenile actions:

Civil:  1,962 
Family: 2,094 
Criminal:  1,327
Juvenile:  94

  • recorded land deeds, mortgages, plats, conveyances, and other precious documents:

Land Instruments Recorded (paper): 5,208 
Land Instruments Recorded (electronic): 10,077 

  • administered oaths of office to Notaries Public, County officials, Judges and Gubernatorial appointees:

Oaths Administered: 351 

  • issued business and marriage licenses, as well as performed civil marriage ceremonies:

Business Licenses:  2,373
Marriage Licenses: 870 
Civil Ceremonies:  356

  • summonsed, checked-in and paid both Trial Jurors and Grand Jurors:

Juror Summons Mailed: 11,828 

As you can see, my office is a busy place and I'm very proud of each of my 30 staff members and the work that they do.  It is my hope that the above facts better acquaint you with the many services provided by the Clerk’s Office here in Washington County.
