What is Maryland Online Resolutions (MDOR)?

Maryland Online Resolutions (MDOR) is a new online platform that allows you to resolve your payable traffic citations without visiting the courthouse.

You may use this system if you intend to:

  • Plead Guilty with an explanation
  • Plead Guilty and request a payment plan (for fines of $150 or more)
  • Plead Not Guilty - Request a Trial

Note: If you want to plead Guilty, you can pay your citation (in full) ONLINE, by mail, telephone (800) 492-2656 or visit any District Court of Maryland.

How It Works

  1. Create an Account - Start by registering your account on the MDOR system. You will need your driver's license or citation number.
  2. Select Your Plea - Guilty with an Explanation, Guilty with a payment plan (for fines of $150 or more), or Not Guilty - Request a Trial.
  3. Complete a Simple Template - Add an explanation or upload supporting evidence (optional).
  4. Court Review - The court will review your submission and issue a response.
  5. Pay Fines Online - If a fine is assessed, you will be directed to a secure website where you can pay the remaining balance.

Note: If you plead Not Guilty in the MDOR platform, your trial date will be mailed to your home address. You must appear IN-PERSON.


Is my case eligible for MDOR?

  • If your citation says "Must Appear" or carries the possibility of jail time, you must appear in-person. These cases cannot be handled through MDOR.
  • If you were charged with a Must Appear offense along with payable citations, ALL citations must be resolved in-person.
  • Unsure if your citation is eligible? Visit the MDOR website and enter your citation to check.
