The Thurgood Marshall State Law Library is a non-circulating library. However, pursuant to statute, the Library participates in Interlibrary Loan Services (ILL), a collaborative resource-sharing network that expands access to information through the borrowing and lending of materials among libraries.
Borrowing of Materials
Library staff can arrange to borrow materials from other libraries for use by Judiciary staff only. Depending on the delivery method and date of shipment, materials can take up to a full week to arrive. The standard loan period is 4 weeks, with the possibility for renewal.
Lending of Materials
Many materials in the collection may be loaned to other libraries for in-library use only. The Library’s ILL services support public, academic, and correctional libraries, in addition to libraries maintained by law firms. Requests can be submitted via OCLC WorldShare or by e-mailing [email protected]

- General legal treatises
- Maryland Task Force Reports (most are available in digital format through our catalog)
- Many microform materials
- Newspapers on film
Materials we do not lend include:
- Maryland primary law materials such as:
- Maryland Code
- Maryland Rules
- County and Municipal Codes
- Code of Maryland Regulations (COMAR)
- Superseded Maryland primary law materials
- Reserve materials
- Maryland Genealogy materials
- Maryland History materials
- Special Collections Room materials
- Looseleaf publications
- Periodicals, including law reviews

- $.50 per page
TMSLL refuses requests for copies that the Library considers to be in violation of copyright law. The following warning appears on all reproductions supplied by TMSLL: "Notice: This material may be protected by copyright law (Title 17 U.S. Code)."
The requesting library is responsible for any loss of or damage to materials loaned by the Thurgood Marshall State Law Library. In such cases, the Library accepts only replacement copies of the materials, not monetary reimbursement.
