Memorandum of Understanding (MOU)
The Policy on Memorandum of Understanding applies to all courts, court-related agencies and departments within the Maryland Judiciary. A Memorandum of Understanding (MOU) expresses the mutual accord in a binding document between two or more government entities. An MOU must (1) identify the contracting parties, (2) spell out the subject matter of the agreement and its objectives, (3) summarize the essential terms of the agreement, and (4) be signed by the contracting parties.
