Julie Ensor, Clerk of the Circuit Court

The Clerk of the Circuit Court for Baltimore County, Maryland, Julie Ensor.

Julie Ensor was delighted to be elected to serve as the Baltimore County Clerk of the Circuit Court in 2010. She is the second female and the 39th Clerk to fill this role since this Office was established in 1650. Prior to this position as Clerk of Court, Julie proudly served as a Judge of the Orphans' Court from 1994 to 2006 in Baltimore County Maryland, elected to three consecutive terms.

Julie was a Corporate Manager of Contact Center Technology at PHH Corporation in Sparks Maryland where she was employed for 22 years. With creativity and innovation, her Contact Center Technology Team developed solutions in providing world-class customer service to their clients.

Ms. Ensor is a Magna Cum Laude Graduate of Towson State University who earned a Bachelor of Science Degree in Business Administration with a concentration in Human Resource Management. She was a member of the Alpha Sigma Lambda Honor Society as well as a Dean's Scholarship Recipient.

She is active in her community as a past Delivery Volunteer for Meals on Wheels of Central Maryland. She is currently a Maryland State Voter Registration Volunteer. Julie is also a Consumer Product Testing Volunteer for two local companies - the Procter & Gamble Company and McCormick & Company, Inc.

Having served as a judge for many years and a corporate manager, Julie Ensor is an energetic leader with excellent organizational and technical skills which she uses to improve business and technology operations in the Clerk's Office. By motivating her employees to learn new processes and technologies, employee morale has increased, which has resulted in improved customer service. She has an annual operating budget of nearly $8 million with a clerk staff of 125 employees.

Judge Julie Ensor had prepared educational brochures and conducted learning seminars about probate and the functions of the Orphans' Court for many years. Now as the Baltimore County Clerk of Court, Julie Ensor enjoys speaking at local clubs, organizations and community associations teaching citizens in her County about the services of the Clerk's Office.

A life-long resident of Baltimore County, Julie was born and raised in Lutherville and currently resides in Parkton with her husband Mark.
